"I am very certain that the gazette notification (of appointing the new cabinet members) will be issued Thursday," he told reporters at the Secretariat.
All confusion regarding this cabinet will be cleared after that, said Quader, a ruling Awami League presidium member.
"The size of the all-party cabinet will be something between 21 to 25 members," he said.
The minister, however, said that it could be increased if the main opposition BNP agreed to join the all-party government.
"But that will be possible till a specific time. There will be no additions after the poll schedule is announced," he added.
Prime Minister Sheikh Hasina informed Parliament on Wednesday that the portfolios of the new cabinet members had been allocated and the gazette notification would be issued on Thursday.
Hasina had also urged the BNP to contest the parliament polls, promising the Opposition a free and fair election.
