Jatiya Party Presidium member Zia Uddin Ahmed Bablu told bdnews24.com that the meeting was held at Ershad’s residence on Wednesday afternoon.

The Jatiya Party has been a much-talked-about affair after its chief announced quitting the ruling Awami League-led 14-Party alliance but then joined the ‘all-party’ government.

Bablu, who has just been made Advisor to the Prime Minister, was present in the hour-long meeting.

He, however, declined to disclose details of what had been discussed, saying, “It was just a courtesy call.”

The party had contested the last parliamentary elections as a key component of the alliance and one of its Presidium members, GM Quader, secured a cabinet berth.

However, the party leaders, including Ershad, had been saying over the past two years that they would quit the coalition.

Ershad, a former military dictator, announced that they were no more with the alliance but within hours five of its leaders took oath as ministers on Monday.

The government said new ministers were inducted to form an election-time ‘all-party’ government.

But the BNP termed the move ‘a farce’ and rejected the call to join the government.

The main opposition party has been agitating to press for its key demand – restoration of the caretaker government to oversee the polls.

It is the concluding session," Prime Minister Sheikh Hasina declared in her address on Wednesday.

"There will be no more session unless there's a state of emergency or war-like situation.

"The newly elected [MPs] will join the next Parliament session," she said.

Parliament, first convened in 2009, runs its term on Jan 24 next year.

According to the Constitution, the 10th national election will have to be held within the last 90 days of the government's tenure.

The Election Commission has hinted at announcing polls schedule within the next week.

“Top opposition leaders and human rights activists have been arrested. Courts have delivered guilty verdicts and death sentences that flout the most basic standards of due process.

"Responsibility for this crisis sits squarely with Prime Minister Sheikh Hasina, the leader of the Awami League party."

The editorial says Hasina seems determined to hang on to power.

The editorial warns that banning the Jamaat was a mistake.

"The Jamaat-e-Islami party, an ally of the B.N.P., has been banned from participating in the upcoming elections. Many Bangladeshis who support the Awami League fear that Islamist parties are threatening the foundation of a country that fought bitterly to separate from Pakistan in 1971.

“But banning Jamaat-e-Islami from participating in the electoral process is only forcing frustrated supporters into the streets."

But the worst attack is against the war crimes trials.

"Meanwhile, trials held by the International Crimes Tribunal in Bangladesh, which was set up in 2009 to try people accused of committing atrocities during the 1971 war with Pakistan, have targeted opposition leaders.

“The tribunal appears to be yet another tool to stifle political opponents."

Highway Police’s Baro Aulia Post Sergeant Zakir Hossain said the gridlock was cleared around 8:15pm.

He told bdnews24.com police were escorting the vehicles until they crossed the Sitakunda part of the highway to avoid any ‘subversive act’.

Hosain said Jamaat activists unleashed violence on the highway hearing the news that the body of one of their leaders, who had gone missing, had been found.

He said they set ablaze two trucks and one covered van at Banshbarhia around 3pm and damaged at least 20 more vehicles at different points of the highway.

Police admitted that one of the ‘vandals’ was shot when the law enforcers fired bullets to control the situation.

Chittagong Medical College and Hospital’s Police Post Assistant Sub-Inspector Pankaj Barua said the injured Jamaat activist, Khaled bin Masud, 22, was admitted to the hospital.

Body of Jamaat’s Barabkunda Union unit General Secretary Aminul Islam was found in Panthichhila at noon.

Jamaat men ran riot following the discovery.

They set fire to houses of pro-Awami League Barabkunda Union Council Chairman Sadakat Ullah Sarker and several of his supporters, said Rapid Action Battalion (RAB) officials.

Sitakunda Police Station OC said the situation came under control at night following deployment of additional law enforcers.

Hasina also reiterated her offer to the BNP and its allies to join the all-party interim cabinet for holding a free and fair poll.

Since the Election Commission would conduct the poll, there was no scope for malpractices as in the past, she said.

“Participate in the elections. Whoever people will vote for will win. There will be no manipulations so long as I am there. I have no intention of coming to power by rigging elections. There will be free and fair elections,” the Prime Minister said.

But Hasina was quick to quip – “She [Khaleda] will join the elections if she is confident of winning.”

“Though we are the single largest party in the Parliament, yet I had urged the Leader of the Opposition to send us the list of their members to be included in the all-party government. Tell us how many ministries and what portfolios you want. Come let us all organise the poll together,” she said.

“She [Leader of the Opposition] did not respond to my call. I am thankful to Jatiya Party.... Workers Party, Samyabadi Dal too are with us. If they [Opposition] had come, whatever doubts they have over the elections, would have been removed.”

The Prime Minister further criticised the BNP chief for questioning the conduct of the city corporation elections even after her party-backed candidates won them hands down.

“Flanked by victorious mayors, she has claimed that elections were not fair. How ridiculous! What does she wants? Does she want to thwart the democracy in the country? She wants the repetition of 2007-08 caretaker government. There will be no elections if that happens.”

She also pointed out that the Election Commission was not constituted by the AL-led government.

“It was the late President Zillur Rahman who constituted it through a search committee in consultations with all political parties, including the BNP,” she reminded.

“EC is functioning independently. It will continue to work independently even in the ensuing elections. All the ministries will be under EC’s control during the period of elections. The EC will have the power to transfer any officials,” she said.

Referring to her telephonic conversation with the Leader of the Opposition, Hasina said, “I had tolerated her outbursts. May Allah make me more tolerant.”

She said her offer for talks with the Opposition was still valid.

“You can come forward for talks whenever you want,” she said referring to BNP chairperson but came down heavily on the violent strikes by the Opposition.

She described the 15th constitutional amendment that scrapped the caretaker government provision as historic.

After Aug 15, 1975, Bangladeshis were deprived of their rights to vote for 38 years, she said.

“We want to guarantee the rights to vote.”

She vowed to leave behind an effective and independent election system for future generations.

“Our aim is to ensure that no unconstitutional authority should usurp power in future,” Hasina emphasised.

Bangladesh’s first female Speaker Shirin Sharmin Chaudhury made the announcement when she read out the President’s statement on Wednesday, the last day of the 19th session of Parliament.

It is the President who convenes and dissolves Parliament.

The 19th session was to end a month ago but due to political theatrics, it was extended.

Before Chaudhury announced dissolution of Parliament, Prime Minister Sheikh Hasina, also Leader of Parliament, delivered her concluding speech.

“This session ends (today),” she declared.

“It will not be convened unless any emergency or war situation surfaces. The newly elected MPs will sit in the next Parliament.”

Hasina did little to hide her frustration Parliament was dissolved amid the absence of the Opposition which wants a ‘non-party’ caretaker government to conduct the next elections.

Parliament, first convened on Jan 25, 2009, runs its term on Jan 24 next year. It had a record 418 working days and passed a new high of 271 bills

Hasina said, “I have requested the President to arrange for the election. He will take steps accordingly.”

Despite vote boycott and resistance threats, the Prime Minister has gone ahead with forming her proposed ‘all-party” cabinet.

On Monday, six ministers were inducted into the polls-time cabinet that she will preside over to supervise the next elections.

A gazette on portfolios of the cabinet members will be published on Thursday, she told Parliament on Wednesday.

“Election must be held... No-one will be able to thwart this election.”

The Prime Minister had earlier said Parliament would no sit after Oct 25, when the countdown to the election began.

But amid the discord with the Opposition over the election-time government, the session had been extended twice since it began on Sept 12.

The ruling and the opposition camps had vowed to take to streets on Oct 25, triggering concerns among the people. But no violent situation had surfaced.

24-hr transport strike beginsWorkers' body Sarak Paribahan Sromik Federation (SPSF) has called the strike, demanding the release of their leader Shamsur Rahman Shimul Biswas.

Biswas, also special assistant to BNP chairperson Khaleda Zia was arrested on Nov 8.

The Opposition Leader's special aide and four other senior BNP leaders were arrested in connection with cases of vandalism and attack on police, and are currently in jail custody.

The strike will last till 6am on Friday, SPSF's Joint General Secretary Abbas Uddin told bdnews24.com.

"Our sole demand is the release of our organisation's Joint Secretary Shimul Biswas," he said.

Ambulances and media vehicles have been exempted from the strike, said Abbas.

Long-haul buses remained stuck in Dhaka terminals because of the strike.

Public transport in capital Dhaka was thin, leaving office-goers and students to fend for themselves.

No long-haul bus services operated from the Gabtoli and Kalyanpur bus counters.

Wahiduzzaman Shovon, a student, found himself in a fix at the Gabtoli bus terminal.

"I had booked an advance ticket for the Dhaka-Shatkhira route by Golden Line Services. But the counter is closed and there's no sign of the bus. I don't know how to go," he said.

Counter managers of several bus services said they would not be able to run the bus during the strike.

Transport workers, with batons and sticks have taken up position at Mirpur, preventing vehicles from going to the Gabtoli bus terminal, one of Dhaka's key exit points.

"We are only letting in the buses that had left for Dhaka last night. But none will be allowed to leave the terminal," SPSF's Gabtoli unit's General Secretary Md Alauddin told bdnews24.com.

The bus-stops in Dhaka overflowed with office and school-gores on Thursday morning, as city-service buses too went off the road.

Police on Nov 8 arrested five BNP leaders, including Shimul, after the Opposition announced a third spell of shutdown in three weeks to press for a non-party government to oversee the national polls.

The BNP leaders have been accused of triggering explosions, assault on police and vandalism in two cases.

Their bail pleas are expected to be heard on Thursday.

President Abdul Hamid placed wreaths at the Eternal Flame and observed a minute's silence in honour of the martyrs at 8am.

A smartly turned out contingent of the three services presented a guard of honour.

Prime Minister Sheikh Hasina followed the president and paid her tributes to the liberation war heroes by placing wreaths at the Eternal Flame.

Chiefs of the Army, Navy and the Air Force were also present.

Special prayers will be held at all army garrisons and naval and air force bases across the country, seeking divine blessings for the wellbeing and prosperity of the nation and development of the Armed Forces.

State-owned Bangladesh Television and other private TV channels are telecasting special programmes and the daily newspapers have published special issues marking the day.

Prime minister Sheikh Hasina is scheduled to attend a reception at Senakunja in Dhaka cantonment in the afternoon.

The shooting took place around 7am on Thursday, creating tension in the area.

Police reinforcements have been rushed to the place and border guards deployed to maintain law and order.

The dead are identified as Baghaichhari unit PCJSS president Shashanka Mitra Chakma alias Preetish, 25, Organising Secretary Nanda Kumar Chakma, 42, and a local Judishtthir Chakma, 36.

Rangamati Police's ASP (crime) Habibur Rahman Habib said the shooting took place at Shichhak Mukh area of Baghaichhari Upazila.

The bodies of the dead have been recovered, said the police official.

Police and locals said miscreants fired at Shashanka and Nanda at a tea-stall near the Shichhok College.

The two, along with Judishtthir, died on the spot.

PCJSS central publicity spokesperson Sajib Chakma has blamed the United People’s Democratic Front (UPDF) and PCJSS (MN Larma faction) for the killings.

"These two organisations jointly carry out terrorist attacks. They have organisational presence and indulge in terrorist violence in the Shichhok Mukh area," said Sajib Chakma.

The UPDF has, however, promptly denied the charge. "It is not right to blame the UPDF. There are other armed groups in the area that may have done it," said UPDF spokesperson Michael Chakma.

He also said that the attack could have been the consequence of an internal conflict within the Santu Larma-led PCJSS.

The UPDF leader claimed that Santu Larma had not been responding to their call for unity among the people of hill tracts.

He was 63.

Rafiqul’s family members said he had been suffering from leukaemia for over two years.

He was admitted to hospital the day after Eid-ul Azha, as his condition deteriorated.

Bangladesh’s Permanent Representative to the UN AKA Momem confirmed the news.

Rafiqul, who hailed from Rajbari in Comilla, has been living in Canada for the last 18 years.

Initiatives by Rafiqul Islam and Abdus Salam, members of Vancouver-based Mother Language of the World, inspired the Bangladesh government to work towards achieving UN recognition of the glorious Language Movement.

Responding to Bangladesh's formal proposal, the UNESCO in 1999 declared Feb 21 as International Mother Language Day.

The US Congress Foreign Affairs Sub-committee held a hearing on the prevailing turmoil of Bangladesh at BDST 2.45am on Thursday titled “Bangladesh in Turmoil: A nation on the brink?”

Steve Chabot, chairman of the Sub-Committee on Asia and the Pacific, chaired the hearing.

Dr Ali Riaz, a public policy scholar at the Woodrow Wilson Centre, president of Bangladesh Institute of Peace and Security Studies AMN Muniruzzaman, and John Stifton, Asia Advocacy Director of Human Rights Watch, took part as panel speakers.

Chabot shared his experience of his visit to Dhaka on Nov 5-6.

During his visit, Chabot was witness to Opposition shutdown and violence.

It appeared to him that Bangladesh was passing through a political crisis.

Chabot said he felt after his meeting with Prime Minister Sheikh Hasina and Opposition Leader Khaleda Zia that both leaders were steadfast in their own positions.

It was not certain yet whether the Opposition would take part in the polls, the Sub-Committee Chairman said.

The US Congressman apprehends Bangladesh's political stability would be at stake if the violence continued till the election.

The office of House Committee on foreign affairs' chairman Ed Royce expressed concern over the recent attack on minorities in Bangladesh.

Citing the example of Pakistan, he asked the government to be watchful over Madarassa education and the rise of fundamentalism.

Royce said Bangladesh should take immediate steps to prevent the spread of militancy.

No expansion of cabinet after poll schedule'

The interim government is being formed to oversee the upcoming 10th National Election.

"I am very certain that the gazette notification (of appointing the new cabinet members) will be issued Thursday," he told reporters at the Secretariat.

All confusion regarding this cabinet will be cleared after that, said Quader, a ruling Awami League presidium member.

"The size of the all-party cabinet will be something between 21 to 25 members," he said.

The minister, however, said that it could be increased if the main opposition BNP agreed to join the all-party government.

"But that will be possible till a specific time. There will be no additions after the poll schedule is announced," he added.

Prime Minister Sheikh Hasina informed Parliament on Wednesday that the portfolios of the new cabinet members had been allocated and the gazette notification would be issued on Thursday.

Hasina had also urged the BNP to contest the parliament polls, promising the Opposition a free and fair election.

33rd BCS exam results out

The final results of the 33rd Bangladesh Civil Service examinations are out.


The Public Service Commission (PSC) has recommended appointing 8,529 candidates in different cadres out of 15,951 aspirants who passed the final test.

The results will be found on the PSC website, Controller of Exams (cadre) AIM Nesaruddin told bdnews24.com.

The PSC said that 15,951 candidates passed in both written and viva voce, but since the number of vacancies could not accommodate all, some would not be appointed in cadre posts.

“There will be an effort to appoint those who cannot be given cadre posts, in non-cadre posts.”

The PSC however gives no assurance regarding such appointment.

The 33rd BCS exam notice was held on Feb 29, 2012.

Altogether 193,059 candidates took the preliminary test against 4,206 vacant posts on June 1, 2012.

Some 28,917 successful candidates sat for the written tests.

The 18,693 candidates, who cleared the written tests, appeared for the viva voce held in May and June this year.

‘BNP feels let down’

"We did not expect such a decision," Opposition Chief Whip Zainal Abdin Farroque said on Thursday.

He said this in response to Prime Minister Sheikh Hasina telling Parliament on Wednesday that President Abdul Hamid had bestowed on her the responsibility of running the election-time government.

He said the party had not expected such a decision, especially when the BNP chairperson and Leader of the Opposition Khaleda Zia had met the President, explaining the Opposition's stand.

Farroque said the BNP had expected the President, as the ‘guardian’ of 160 million people, to help initiate a dialogue between the two major parties to end the political impasse.

“We again request the President to take such an initiative. Time is not over yet,” the BNP leader said.

The Opposition Chief Whip warned that they would not let the government to hold a one-sided election without the BNP.

In her concluding address in the last session of the Ninth Parliament on Wednesday, Prime Minister Sheikh Hasina said she had told the President that she was ready for the polls.

“I have informed the President in accordance with the Constitution. He gave me the consent to run the poll-time government,” Hasina said.

The election will be held by Jan 24 next year in accordance with the constitutional provision.
The Election Commission will declare the poll schedule next week.

Farroque said, “The Prime Minister and Parliament Leader had said it was the last session of the Ninth parliament. I will urge the President to convene a parliament session again and take the initiative to reinstate the provision for a non-party government in the Constitution.”

He said there would be no fair and credible election under the Awami League government.

The BNP leader asked the government to be flexible and reach an understanding with the Opposition.
